Russia reveals its cunning plan. 60 billion rubles on the table

Russians can say goodbye to free internet, officially it’s about getting rid of illegal content. In reality, as many as 96% of VPNs will be blocked.

Ministry of Digital Development of Russia plans to spend 60 billion rubles (about 2.57 billion zlotys) over the next five years to develop an internet censorship system known as the Technical Countermeasures for Threats (TSPU). The aim is Strengthening Virtual Private Network (VPN) Blocking Tools.

Russia is afraid of the honest opinions of its own citizens

TSPU uses deep packet inspection (DPI) technology to monitoring and blocking access to sites deemed harmful or illegal. The system is managed by Roskomnadzorthe agency responsible for blocking internet services such as Telegram.

Since 2019 the law requiresfor internet service providers to install government equipment to ensure “Internet stability and security”By 2022, more than 6,000 such devices were installed in Russia.

The system is planned to be modernized in 2025-2030. TSPU and installation of new devices. Modernization will include purchase of new hardware and software, as well as development of the system by creating and updating signatures. This is to increase TSPU capacity to 725.6 Tbps.

The main goal of the modernization is to more effectively block VPNs, which are used to bypass website blocks. Roskomnadzor intends to block as many as 96% of VPNsalthough experts say it may be difficult to completely block all VPN protocols. China is a prime example.

Officially, this project is part of a broader digital transformation initiative. Since the 2022 invasion of Ukraine, Russia has tightened its grip on internet contentreflecting rising geopolitical tensions and efforts to manage online narratives.
