Work on the dog and cat registry is in full swing. However, it turns out that such a large database carries a huge risk to citizens’ privacy. Unfortunately, it will be easy to steal owners’ data from such a large database.

Dog and cat registry – our data at risk?

It turns out that creating a National Register of Dogs and Cats may be quite a solution a serious threat to the privacy of pet owners. This aspect of security was drawn to by the President of the Personal Data Protection Office, Mirosław Wróblewski. He not only commented on the proposed law regarding the National Register of Marked Dogs and Cats, but also stated that data from the database of pet owners will be easy to steal.

And although the purpose of establishing the Register is absolutely justified, it is still creating a database that could cover 12 million people should be done “to minimize the risk to this data”. Just one device may be enough to steal data from dog and cat owners. Thus, data from the chip of a pet taking a walk can be easily read.

According to the Personal Data Protection Office, the draft regulations do not provide for any methods of controlling access to the register. And public access to it may significantly violate fundamental rights to the protection of privacy and personal data.

It was not specified whether checking the pet owner’s data would require registration and authentication, or whether it would be done using an Internet search engine.

The register is to offer free access to data of veterinarians, municipal offices, police, fire brigades, etc. KROPiK is to be integrated with the government’s mObywatel application, which will also enable animal owners to have access to the register. Registration will be done by a veterinarian, and the owner will be able to update his/her address. The proposed regulations also include mandatory marking and registration of dogs, and in the case of cats – voluntary. The marking would involve the implantation of an electronic transponder.
