The German Interior Ministry stated that China is implementing “an offensive cyber strategy that is designed to make a significant contribution to the country’s industrial and geopolitical goals through broad-based knowledge transfer”. Of course, it would be foolish to assume that summoning the Chinese ambassador to the carpet would change anything.
